KAMPALA
Government has launched the Inter-Ministerial Technical Committee on Migration (IMTCM), a Cabinet-approved body aimed at strengthening coordination and governance of migration-related issues across sectors.
Speaking at the launch held Thursday at Mestil Hotel in Kampala, the Permanent Secretary in the Ministry of Internal Affairs said migration is no longer a stand-alone issue limited to border control, but a complex national development concern cutting across labour, security, trade, health, education, environment and international relations.
“Uganda is experiencing increasingly complex migration dynamics, including labour migration, refugee movements, urban migration and climate-induced displacement. These realities require a coordinated, whole-of-government and whole-of-society approach,” the Permanent Secretary said.
The committee, established under the National Migration Policy (2025), will serve as the central platform for coordinating all migration-related interventions, bringing together Ministries, Departments and Agencies (MDAs) to plan, implement, monitor and report on migration programmes.
Officials said the IMTCM is designed to address persistent challenges such as duplication of efforts, weak data systems and fragmented programming that have previously undermined effective migration governance.
The Permanent Secretary noted that the committee aligns with key national frameworks, including the National Development Plan IV and Uganda Vision 2040, as well as the country’s international obligations.
“With the operationalisation of this committee, Government has put in place a clear and structured coordination mechanism. All migration-related interventions, support and engagements should now be channelled through this platform,” the official said.
Development partners and civil society organisations were urged to align their technical and financial support with the new government-led framework to ensure coherence, accountability and national ownership.
“We must move away from fragmented and parallel approaches towards a unified system guided by national priorities. This is critical for effectiveness, sustainability and the national interest,” the Permanent Secretary emphasised.
The Ministry of Internal Affairs will host the committee’s secretariat and provide technical leadership to ensure effective implementation of its mandate.
The launch marks the beginning of a new phase in Uganda’s migration governance, anchored on structured coordination, shared responsibility and results-oriented implementation of policy interventions.
