The Kole district LCV Chairperson Andrew Awany Moses has proposed for a minimum requirements of bachelor’s degree for anyone to be elected into office as Local Councial 3 chairperson.
According to Awany, some District Chief Administrative Officers hold degrees but find difficulties in dealing with less educated District chairpersons. Because of this, he has called upon parliament to review the education requirement for LC V chairpersons to a Degree.
“CAOs are usually people with high level of education but deal with some LCV’s who are less educated which is causing friction between them.” Awany explained
He made the remarks at the burial of Robert Charles Ogwang, the slain Bukwo district CAO who was murdered in Bombo Kampala on Saturday July 9.

The late Ogwang was buried yesterday (July17) in Apii village, Ayer sub-county Kole District.
Awany who is also the vice president of Uganda Local Government Association-ULGA for northern Uganda asked for an increment of funding to Local Government to improve service delivery.
Rev Vincent Ogwang from West Lango Diocese, who led the funeral service said those behind Ogwang’s murder will face the wrath of God.
The burial was attended among other notable figures the minister of Local Government Raphael Magyezi, Chetamwit Catherine – deputy CAO of Bukwo District Kole South MP, Peter Ocen Akalo, Wonyaci of Lango, Yosam Odur, traditional religious and political leaders from Lango region.
