Uganda Revenue Authority (URA) has issued strict guidelines that truck drivers must adhere to in Government’s effort to curb down the spread of Coronavirus.

The guidelines follow an increasing number of foreign truck drivers from neighbouring states of Kenya, Tanzania among others testing positive for Coronavirus in Uganda something that is rising reactions from the population.

According to the Transport Committee, there are gazzeted areas where cargos shall be required to park along with transit routes.

“The Coronavirus Transport Sub Committee said that during the current Coronavirus lockdown, the cargo trucks shall be required to strictly park in gazetted parking facilities along the transit route.”

www.parrotsug.com breaks down to you the new Standard Operating Procedures (SOPs) that will guide management of cargo trucks arriving and exiting from the Bonded Warehouses (Bonds)/in and Container Depots (ICDs).

💠 All cargo destined to the bonded warehouses and Internal Container Depot (ICDs) in Kampala shall be permitted to ONLY park inside the Bonded Warehouses/ICD’s.

This does NOT include roads along the ICDs or bonded warehouses.

💠 No trucks shall be permitted to park outside the Bonds/ICDs or along any road near the Bonds or ICDs.

💠 All trucks departing from the borders and destined to the bonded warehouses in Kampala arriving at 4pm shall be required to park at Mandela National Stadium -Namboole, or Mukono RVR Kyetume which are the designated general parking areas for trucks in transit or homebound in Kampala.

Such trucks are NOT allowed to stop or park in any other area other than these two gazzeted stops.

💠 Departure from Namboole to the destination Bond/ICD will be upon confirmation that there isadequate space to receive the truck.

💠 The process of the movement of trucks from Namboole to the Bonds will be coordinated by the Uganda Revenue Authority officials located in the Bonds and atNamboole.All truck drivers of cargo arriving in the bonded warehouses or ICDs shall be required to stay in the bonded warehouses and the bonded warehouses are required to provide a facility where these shall be camped.

💠 Bonded warehouse keepers and ICD operators shall be required to implement all COVID-19 safety Precautions (washing hands with soap, observing social distance, using sanitizers, wearing masks, sanitizing the driver’s cabin and wearing gloves) and maintain a record of all truck drivers who arrive at the facility.

💠 Movement of all clearing agents who have work in the bonded warehouses will be facilitated by the Uganda Revenue Authority and the office of the Resident City Commissioner within the specified time upon request through the On-line Help-Tool System.

💠 For effective management, clearance of cargo may be categorized and specific days be allocated for each category.

💠 Cargo trucks shall not be allowed to park along /stop any routes or parking outside the ICDs.

So far, Uganda has 114 confirmed cases and 55 recoveries, no death case has been registered yet.
