AMURIA
The Head of the RDC Secretariat and Anti-Corruption Unit in the Office of the President, Maj. Martha Asiimwe, has reaffirmed government’s commitment to strengthening service delivery, fighting corruption and accelerating socio-economic transformation across the country.
Maj. Asiimwe made the remarks during a high-level government monitoring and mobilisation exercise in Amuria and Kapelebyong districts, which she led alongside the Regional Commissioner for Resident District Commissioners (RDCs) in Eastern Uganda, Col. (Rtd) Dhamuzungu Oguli.
The engagement forms part of a nationwide monitoring programme by the RDC Secretariat and Anti-Corruption Unit aimed at promoting transparency, accountability and effective implementation of government programmes while ensuring that citizens understand and benefit from available development initiatives.
Addressing local leaders, civil servants, security agencies, cultural and religious leaders, civil society organisations and members of the public, Maj. Asiimwe conveyed greetings from President Yoweri Kaguta Museveni and reiterated government’s resolve to deliver improved services to all Ugandans.
She explained that the RDC Secretariat and Anti-Corruption Unit was established in 2018 to monitor government programmes, enhance accountability and ensure that public services reach every citizen.
“We are not here to decorate offices. We are here to ensure services reach the last person in the village,” she said.
Maj. Asiimwe thanked the people of Amuria and Kapelebyong for their participation in the 2026 General Elections and called upon leaders and citizens to embrace unity and reconciliation following the polls.
She noted that while elections are an important democratic exercise, development requires leaders to work together across political, technical and security structures to deliver quality services to the people.
“We must move away from the politics of identity and embrace the politics of solutions. Service delivery must remain our common priority,” she said.
She said the monitoring exercise seeks to strengthen coordination among district leaders while enhancing implementation of government programmes at parish, sub-county and district levels.
Maj. Asiimwe reminded leaders that following the Presidential inauguration, government adopted an ambitious development agenda anchored on seven strategic pillars: peace and security, infrastructurex development, individual and household wealth creation, job creation, improved service delivery, market access and regional political integration.
She said these priorities continue to guide government efforts under the current administration’s development agenda.
Highlighting the importance of peace and security, she described Uganda’s stability as the foundation upon which socio-economic transformation is built, commending the Uganda People’s Defence Forces (UPDF) for safeguarding national peace and contributing to regional stability.
On wealth creation, Maj. Asiimwe encouraged leaders to mobilise communities to actively participate in government programmes such as the Parish Development Model (PDM) and Emyooga, noting that these initiatives are intended to transition households from subsistence living into the money economy.
She also urged district leaders to closely monitor public infrastructure projects, emphasising that government continues to provide annual road rehabilitation funding to districts and expects projects to meet the required standards.
“There should be no room for poor workmanship or misuse of public resources,” she stressed.
On education, she reaffirmed government’s commitment to Universal Primary Education (UPE) and Universal Secondary Education (USE), while calling for stronger action against illegal school charges, teacher absenteeism and misuse of education funds. She also welcomed government’s commitment to recruit additional teachers to strengthen service delivery in schools.
Maj. Asiimwe encouraged young people to embrace entrepreneurship, vocational skills and innovation, highlighting opportunities available through institutions such as the Soroti Industrial Park and the Soroti Presidential Skilling Hub.
Addressing corruption, she warned against theft of medicines, misuse of PDM and Emyooga funds, absenteeism among public servants, illegal land evictions and poor supervision of government projects.
She urged district leaders to strengthen monitoring and accountability mechanisms to ensure public resources are used for their intended purposes.
“Our goal is to build a growing economy that is also free from corruption. Government programmes are not favours; they are the rightful entitlement of every Ugandan citizen,” she said.
Maj. Asiimwe further called upon political leaders, technical officers, security agencies, religious and cultural leaders, civil society organisations and the media to intensify civic education through community meetings, radio programmes and public engagement on issues including environmental protection, accountability, anti-corruption and government programmes.
She emphasised that effective service delivery depends on strong collaboration among all government structures and urged public servants to remain professional and committed to serving citizens.
“Service delivery is our priority. Unity is our strength. Accountability is our responsibility, and transformation is our mission,” she said.
The monitoring exercise forms part of the Office of the President’s broader efforts to strengthen accountability, improve public service delivery and support the implementation of government programmes aimed at transforming livelihoods across Uganda.
